The Historic Homeowners Revitalization Act of 2009 is the ultimate job creation, sustainable, green and smart development program. House Bill HR 3670 is sponsored by Representative Russ Carnahan (D-MO) and Representative Michael Turner (R-OH), co-chairs of the Historic Preservation Caucus, and co-sponsored by a growing list of representatives (see sponsor list at left).

The Federal Historic Tax Credit Coalition is educating citizens and groups across the country of the great number of policy benefits: jobs, sustainability, and green and smart development. Missouri's similar program has been quite effective, touted by the Wall Street Journal as a "national model." According to the Missouri Department of Economic Development, four thousand jobs were created in 2007 alone. Other outcomes: five thousand new residents have moved to Downtown St. Louis in the past ten years, the first population increase in the city in 50 years has been recorded, and over $4 billion of investment has been made in the state. All of these improvements are direct results from the Missouri State Historic Tax Credit program.
